The RAND Corporation study focused on the ability of participants to generate plans for biological misuse using chatbots. While the results suggested that access to chatbots did not significantly increase the risk of a biological weapons attack by a non-state actor, the study had crucial limitations. The small number of participants and narrow focus on plan generation left important questions unanswered, including the potential impact of AI on the design and dissemination of bioweapons.
OpenAI’s research took a different approach, evaluating participants’ ability to identify key information needed to perform a specific biological threat scenario. The conlusion that large language models provided at most a mild uplift in the accuracy of biological threat creation should also be interpreted with caution. The study’s limitations included the lack of consideration of different threat scenarios and language models, and methodological concerns regarding the statistical analysis.
Given these limitations, it is essential to recognize that the role of AI in biological threats is a nuanced and multifaceted issue. Moving forward, future research should expand the scope of investigation beyond plan generation and consider the impact of AI on the design, dissemination, and detection of biological threats. A crossover trial design, employing two different threat scenarios and access to language models in one scenario, could offer a more comprehensive assessment of AI’s role.
The consequences of insufficient or misapplied policies regarding AI and biological threats are far-reaching and have the potential to undermine global security and trust. As experts and policymakers, it is our responsibility to critically evaluate the existing research, acknowledge the limitations, and foster a collaborative and comprehensive approach to understanding and addressing the complex challenges posed by AI in this domain.
